Charleston Water System’s Lead Pipe Replacement Project

Charleston Water System’s Lead Service Line Replacement Project (State Revolving Fund Project No. 1010001-08) will enable the Charleston Water System (CWS) to replace approximately 1,100 lead service lines with copper pipe for residential homes within the enclosed project area map at no cost. Lead service lines are typically the most significant source of lead in drinking water. Replacing them reduces exposure by removing this source.

 

A service line consists of two parts:

  • Public side:         Pipe connecting a water main to the water meter, all of which is owned by CWS.

  • Private side:       Pipe connecting a water meter to the home, which is owned by the homeowner.

 

Private side service line replacement requires homeowner consent:

  • Homeowner must OPT IN via a signed consent form to have the entire service line replaced.

  • Homeowner may OPT OUT by signing a release form. We will still replace the public side.

 

Both forms are available at Charleston Water System office (Vanderhorst and St Philip St) or on line.
